AI SDR Guardrails policy pack

New outbound_ai control category in the policy registry. Five new controls: outbound_pricing_claim (BLOCK), outbound_competitor_mention (WARN), outbound_guarantee_claim (BLOCK), outbound_tone_check (WARN), outbound_hitl_escalation (REVIEW). The ai-sdr-guardrails package appears in the simulator, Policy Studio, and /governance/packages. The AI SDR solutions page includes HubSpot/Outreach/Apollo integration samples.
